Dr. Lisa Frazier

Senior Researcher

Dr. Lisa A. Frazier is a Senior Researcher at the Battelle Center, serving as the point person for the Center’s initiatives for complex problems in technology and human health. Her approach to teaching, research, and management is grounded in the understanding that policy is a determinant of health, and thus that public policy can be a mechanism for achieving health equity and advancing social justice.

Dr. Frazier is a scholar of health policy, holding a bachelor’s degree in anthropology and political ecologyfrom Mount Holyoke College as a Phi Beta Kappa, Mary Lyon Scholar; a master’s degree in public health (epidemiology) from The Ohio State University College of Public Health; and a doctoral degree in public policy and management from The Ohio State University John Glenn College of Public Affairs. She utilizes her training in the social and policy sciences to examine how structures of public decision-making affect health, equity, and justice among diverse American populations. She brings this perspective to a number of applied research projects, including the NIH-funded HEALing Communities Study, for which she serves as the policy lead for the Ohio team.

Dr. Frazier uses econometric and computational social science methods to model complex relationships among policy contexts, outputs, and outcomes. She has published on a range of complex health policy issues, including state opioid policy, reproductive health and substance use policy, Medicaid eligibility policy and administration, the household impacts of COVID and state policy responses, and the role of health informatics in public policy.

A lifelong Buckeye, Dr. Frazier has committed nearly two decades to improving health policy in Ohio. Prior to joining the Battelle Center, Dr. Frazier was a research scholar at Ohio State’s Center for Health Outcomes and Policy Evaluation Studies, assistant professor in the department of political science at Miami University, research fellow for the Ohio Policy Evaluation Network and Ohio State’s Division of Cardiovascular Medicine, and a research and policy analyst at the Health Policy Institute of Ohio.

Dr. Frazier is a dedicated teacher, concerned with solving wicked public problems through structural innovation and training the next generation of the citizen-workforce to do the same. She has received recognition for teaching excellence at the Glenn College and Miami University, and praise for workshops and guest lectures in both academic and non-academic settings. She teaches public policy analysis, foundations of health policy, decision making, and policy communication to audiences at every level.
