Bill Fuller

Bill Fuller, based in Columbus, Ohio, is a highly accomplished professional with a distinguished career spanning military service, defense industry leadership, and academic roles.

Retiring from the US Army as a colonel in 2015 after 28 years of active duty, Bill transitioned to the defense industry until 2019, when he returned to Ohio from Washington, DC. In 2023, he assumed the role of Executive Director for the Geomatics Emerging Scientist Consortium for Geomatics Education, Research, and Capabilities Enhancement (GEO-ESCON). This initiative, led by The Ohio State University and funded by the National Geospatial Intelligence Agency, involves a seven-year, $28.5 million effort to address the Crisis in Geodesy through a federal/academic collaboration facilitated by an indefinite delivery indefinite quantity (IDIQ) contract. Bill oversees a consortium of twenty institutions focused on addressing critical geomatics challenges.

In addition to his leadership at GEO-ESCON, Bill is an educator at the John Glenn College of Public Affairs at Ohio State, teaching a graduate course in Government Contracting. His prior role at the Eisenhower School for National Security involved teaching defense acquisition, international acquisition, and leading the Private Sector Support and Services Industry Study.

Bill's military career includes significant roles such as serving in the Office of the Secretary of Defense, providing oversight on Army and Joint Programs, and commanding the Defense Contract Management Agency – Israel, overseeing DoD interests in the Middle East. His final military assignment was at the Eisenhower School, following a year as the Senior Contracting Official in Afghanistan, where he led over 200 Contracting Officers in supporting US and ISAF missions, overseeing the commitment of over $4 billion and more than 25,000 actions.

Other key assignments include his tenure as the Department of the Army Systems Coordinator for the Future Combat System on the Army Staff and commanding the U.S. Army Tank-Automotive and Armaments Command, Warren, Michigan, during the transition of the Stryker Brigade Combat Team from development to production.

Bill is a graduate of the United States Military Academy, holding a Bachelor of Science degree. He also earned a Master's in Business Administration from the University of Texas and a Master's in Strategic Resource Strategy from the Industrial College of the Armed Forces (Eisenhower School at the National Defense University). His professional certifications include Level 3 certifications in Program Management and Contracting.
